Introduction
The Single Quality Assurance System for TVET is an initiative established under the 11th Malaysian Plan to strengthen the quality of TVET graduates, to enhance the quality of TVET and subsequently, to mainstream TVET pathways comparable to academic pathways, in order to meet the employment demands of the industries in Malaysia.
The Malaysian Qualifications Agency (MQA), Ministry of Education and the Department of Skills Development (JPK), Ministry of Human Resources are working together to operate this system in an integrated manner. The initiative aims to strengthen the accreditation system of TVET programmes to be more comprehensive and effective.
The initiative is currently implemented under the TVET Empowerment Committee, formed by the Ministry of Education in collaboration with the Ministry of Human Resources Malaysia.
TVET Joint Technical Committee (JTC)

The Minister of Education had set up a Joint Technical Committee (JTC) between MQA and JPK, responsible for coordinating the quality assurance policies and processes of TVET programmes.
The committee consists of 17 representatives from MQA, JPK, and related ministries, namely, the Ministry of Higher Education, the Ministry of Education, the Ministry of Human Resources, the Economic Planning Unit of the Prime Minister's Department, the Ministry of Rural Development, the Ministry of Youth and Sports, as well as, three TVET industry experts.

Roles and Responsibilities
The JTC members has the following functions:
- To decide on policies pertaining to accreditation of TVET programmes;
- To endorse the list of Occupational/Industry Standards and Practices to be applied in the evaluation process;
- To endorse the list of industrial practices to be applied in the evaluation process; and
- To endorse the Pool of Assessors list.
