Introduction



The Single Quality Assurance System for TVET is an initiative established under the 11th Malaysian Plan to strengthen the quality of TVET graduates, to enhance the quality of TVET and subsequently, to mainstream TVET pathways comparable to academic pathways, in order to meet the employment demands of the industries in Malaysia.

The Malaysian Qualifications Agency (MQA), Ministry of Education and the Department of Skills Development (JPK), Ministry of Human Resources are working together to operate this system in an integrated manner. The initiative aims to strengthen the accreditation system of TVET programmes to be more comprehensive and effective.

The initiative is currently implemented under the TVET Empowerment Committee, formed by the Ministry of Education in collaboration with the Ministry of Human Resources Malaysia.

TVET Joint Technical Committee (JTC)

The Minister of Education had set up a Joint Technical Committee (JTC) between MQA and JPK, responsible for coordinating the quality assurance policies and processes of TVET programmes.

The committee consists of 13 representatives from MQA, JPK, and related ministries, namely, the Ministry of Education, the Ministry of Human Resources, the Ministry of Economic Affairs, the Ministry of Rural Development, the Ministry of Youth and Sports, as well as, two TVET industry experts.

Roles and Responsibilities

The JTC members has the following functions:

  • To decide on policies pertaining to accreditation of TVET programmes;
  • To endorse the list of Occupational/Industry Standards to be applied in the evaluation process;
  • To endorse the list of industrial practice to be applied in the evaluation process; and
  • To endorse the Pool of Assessors list.


Code of Practice for TVET Programme Accreditation (COPTPA)

COPTPA is the main reference for TVET programme accreditation. The scope of TVET Standards in COPTPA covers qualifications from Level 1 to Level 5 of the MQF. COPTA will serve our mutual interest in assuring the quality of TVET programmes.

    The Single Quality Assurance System for TVET improves the flexibility of TVET educational pathways which allows TVET graduates to further their studies to Bachelor's degree levels, and subsequently at Master's and Doctoral degree levels. Working experiences will be recognised for the purpose of furthering studies in related fields and at appropriate levels.

  • Register For Occupational/Industry Standard And Practices

    1. This section of the TVET portal provides lists of Occupational/Industry Standards and Practices (OISP) to be selected and utilised by all TVET providers and relevant stakeholders as a basis of curriculum development and delivery for TVET programmes.

    2. OISPs are �Occupational/Industry Standards and Practices which are certified, recognised and endorsed by the Malaysian Qualifications Agency (MQA) and Department of Skills Development (DSD). OISPs are to be used as a benchmark in determining an individual�s performance in a specific field/discipline. The Standards underlined the expectation of achievement and the amount of knowledge and skills required to perform effectively as described by the industry.�

    3. COPTPA requires that all TVET programmes must be considered only if OISP are used as a basis for curriculum development.

    4. The OISPs listed in this section were developed by experts from different areas of expertise and have been deliberated by Jawatankuasa Teknikal Bersama (Joint Technical Committee, JTC) Jaminan Kualiti Tunggal TVET. COPTPA states that National Occupational Skills Standard (NOSS) is one of the recognised OISP.

    5. Mesyuarat Jawatankuasa Teknikal Bersama (Joint Technical Committee, JTC) Jaminan Kualiti Tunggal TVET Bil. 1/2020 agreed that NOSS can be referred and adopted in development of TVET programme undergoing MQA Accreditation.
